Хүүхдэд ээлтэй засаглал

2012 оноос Хөвсгөл аймаг "Хүүхдэд ээлтэй аймаг" болох зорилгыг дэвшүүлэн ажиллаж орон нутгийн бүх шатны бодлого, шийдвэр, төлөвлөлтөнд хүүхдийн асуудлыг чухалчлан тусгадаг болсон байна. Тухайлбал орон нутгийн хөгжлийн сангийн хөрөнгийн 10-аас доошгүй хувийг хүүхдийн төлөө зарцуулах тухай шийдвэрийг аймгийн Иргэдийн төлөөлөгчдийн хурлаас гаргасан байна. Өнөөдөр Хөвсгөл аймгийн ихэнх сумд орон нутгийн хөгжлийн сангийн хөрөнгийн 22.5 хүртэлх хувийг хүүхдийн төлөө зарцуулдаг болжээ.

"Хүүхдэд ээлтэй аймаг" хөтөлбөрийг хэрэгжүүлж эхэлснээр Хөвсгөл аймгийн шийдвэр гаргагчид, иргэд, олон нийтийн сэтгэлгээ хандлага, эх хүүхдийн амьдрах орчин нөхцөлд гарсан бодит өөрчлөлт, сайн туршлагыг энэхүү видеогоор үзүүллээ.

Since 2012, Khuvsgul aimag* has started an initiative to become a "child-friendly aimag" and children's issues are reflected in all its policy decisions and plans. For instance, Khuvsgul aimag's parliament issued resolution on investing not less than 10 percent of Local Development Fund (LDF) for well-being of children. As of today, most of the soums* of Khuvsgul aimag are regularly allocating up to 22.5 percent of LDF for children.

5 year-old Anungoo (Anu) is a cheerful little girl, who loves to sing and recite poems for anyone she meets. 

“I know a lot of poems. Do you want to hear one? My favorite poem is the Fall” says Anu enthusiastically, and goes on to recite a poem about beauty of nature in fall. She learned all these just in the past few months by attending recently launched home-based distance learning program.

Gripping the pen firmly in his small hand, 6-year-old Myagmarbaatar (Miga) carefully writes out numbers from one to ten. He’s doing his homework. “I like to go to school”, he says, smiling cheerfully. “We learned many things at school – yesterday I learned number 7! We are also learning letters”. Miga started school this year, and he couldn’t be more excited about his journey of learning.

“This is a dog, and that one is a cat!” says 4-year-old Ochiroo, turning pages of a children’s book about animals. Ochiroo loves to read children’s books with his mother. He has learned many new words from the books, including names of animals and objects in the past few months. Learning is a special activity for Ochiroo, as he has not been able to attend kindergarten due to hip dysplasia, which made it very difficult for him to walk.

World Toilet Day

Today is a World Toilet Day (19 November 2015). The aim of World Toilet Day is to raise awareness about the people in the world who don’t have access to a toilet, despite the fact that it is a human right to have clean water and sanitation. Globally, some 2.4 billion people do not have improved sanitation. Poor sanitation, water and hygiene have many other serious repercussions. Many children are denied their right to education because their schools lack private and decent sanitation facilities.

World Statistics Day: Better data, Better lives

Today is World statistics day. This day was proclaimed by the United Nations General Assembly in 2010 to recognize the central role of statistics for development and their importance in shaping our societies. With the recent adoption of Sustainable Development Agenda by countries, reliable and timely statistics and indicators have become more important than ever. For that reason, World Statistics Day this year is being observed under the theme “Better data, better lives.”

Earlier this year three-year-old Bat-Ireedui needed to see a doctor urgently. “My son got sick and his legs became paralysed,” his father Bayardalai explains. “We called the bagh doctor, he came to our home straight away, examined Bat- Ireedui and took him to Murun for further medical assistance.”
